Project Based Vouchers
The Project-Based Voucher (PBV) Program is a component of the Housing Choice Voucher (HCV) Program. Unlike the HCV tenant-based vouchers, PBV assistance is tied to specific apartments within designated properties. To receive assistance, the tenant must reside in the assigned unit. Residents generally pay 30% of their adjusted household income toward rent and utilities.
Some PBV developments apply selection preferences. For example, certain properties may give priority to households that are homeless.
Because preferences vary by property, some applications must be submitted directly to the individual property. Applicants may be placed on a waiting list, depending on property. Property owners select applicants from the waiting list and forward their selection to the Housing Authority, which then determines program eligibility.
PBV assistance remains with the unit. An initial one-year lease is required. After the first year, a tenant may request to move and continue receiving assistance. If approved, a Housing Choice Voucher will be issued when one becomes available.
Project-Based Voucher waiting lists may close if the number of applicants significantly exceeds anticipated unit turnover. When a waiting list reopens, local service and support agencies will be notified.
